The bleedin obivous

This bill is from that interim period where the old paper based systems were being phased out but the ubiquity of digital systems had not yet arrived.

The bill writes in primary legislation:

• that there will be a database
• what records should be in its database (badly as a database definitions goes)
• the hint that there should be an unique index on some tables (an id number) and bizarrely the specification that the unique index should be an integer (or float, that would be weird)

It also grants the minister powers to:

• change the database schema (presumably also badly)
• grant permissions to Read, Write, Update and Delete data
• set time limits on those permissions
• define data weeding rules
• compel institutions to provide data
• specify DBA rules
• specify technical choice

Its thorough, but also entirely inappropriate.
